Starting June 30, 2025, railroad rights‑of‑way count as public ways for certain large building conversions until permanent rules take effect. This applies only if all five are true: the project is a new nonseparated mixed‑use in an existing building; the parcel is 8–10 acres; the building abuts a railroad right‑of‑way for under 1,200 feet; the footprint is 150,000–300,000 square feet; and the prior use was Factory Group F. The Building Code Council must adopt matching permanent rules using an expedited process; the temporary statute ends when those rules begin.
Beginning June 30, 2025, three or more of Catawba, Iredell, Lincoln, and Mecklenburg counties can create the Lake Norman Marine Commission by joint resolution. The board has five members, including an at‑large boating safety expert. No more than 35% may live in one county, members must avoid business ties to Lake Norman income, live in their appointing county at least nine months a year, and file a public disclosure each year by January 31. Commissioners receive no salary; the joint resolution may set staff pay and expense rules. The Commission elects officers yearly, follows public records laws, keeps a public website, and files certified joint resolutions through the Wildlife Resources Commission and Secretary of State; each county must add the text to its ordinances. Initial appointments begin seven days after at least three eligible governments adopt the joint resolution; prior commission rules stay in force until changed; commissioners are treated as public servants; and a Commission representative joins the Catawba/Wateree River Basin Advisory Commission.
Beginning June 30, 2025, the State authorizes the Gullah Geechee Greenway/Blueway Heritage Trail in Brunswick County and helps create segments on public and private lands. It also adds the South Fork Passage Trail to the State Parks System from Jacob Fork Park to the NC–SC line at Lake Wylie. For the South Fork trail, the State may use existing funds and land donations instead of waiting for a new appropriation, including the Land and Water Fund, the Parks and Recreation Trust Fund, the Complete the Trails Fund, and the federal Land and Water Conservation Fund.
Effective June 30, 2025, the law repeals Section 9.15 of Session Law 2017‑57. This removes a prior limit and allows Stanly Community College to run a culinary program at a site not on the main campus.
Beginning June 30, 2025, the Commission can hire staff, buy safety gear, and run programs, funded by equal contributions from participating counties, grants, and donations. It can charge fees only for its education or certification classes, use of its facilities, and permit applications. Fees cannot exceed actual costs, cannot be excessive or discriminatory, and cannot be charged for general lake access. A public, auditable report is due each January 31, and any surplus reduces next year’s program costs. Anyone born on or after January 1, 1988 must complete a NASBLA‑approved boating course to operate motorboats of 20 horsepower or more on Lake Norman. The Commission may set safety rules, but they do not apply until notices are posted on the lake or shoreline. Violations are a Class 3 misdemeanor with a $200 to $500 fine per violation.
Beginning June 30, 2025, the State conveys about 11 acres (Land Asset ID 6095; PIN 3229-04-1665-0000) to the Town of Burgaw for $1. The land is sold as‑is and must be used for public purposes, or it reverts to the State. The town pays all costs tied to the transfer.
