Cross-state police work for Mitchell, Yancey

Mitchell and Yancey County Sheriffs can sign agreements with Unicoi County, Tennessee, for joint cross-state police operations. Each agreement must spell out how injury or damage claims are shared and aim to limit county and State liability while protecting safety. Any such agreements made in a year must be reported to the Department of Justice by November 1.

Transylvania County rural development authority created

The law creates the Transylvania Rural Development Authority. A nine-member board of Transylvania County residents runs it; members serve five-year terms, meet in public, and are unpaid but can be reimbursed for expenses. The Authority can delegate work to the Transylvania Economic Alliance if funds allow. Members and staff must disclose any recent interests in Authority projects; not disclosing is misconduct. Governments that only provide funds are not liable for environmental problems from projects. The Authority files with the Secretary of State to confirm its legal status.

Buncombe rules for funding its Commission

Buncombe County must pay the Commission’s reasonable and necessary expenses from the general fund within five days of monthly certification. If the county uses federal revenue sharing money instead of sales tax funds for the Commission, it must simultaneously take an equal amount back from the Commission. Those federal funds are split pro rata under the law.

Onslow planning board can decide rezoning

Onslow County’s governing board can let its planning board hold hearings and make final decisions on rezoning. Anyone with standing can appeal to the governing board within 15 days for a fresh review. If no appeal is filed, the planning board decision stands.

Johnston school board election changes

Johnston County school board elections are partisan and held in even-numbered years, using the same nomination schedule as other county offices. Vacancies follow G.S. 115C-37.1, and appointees must live in the same single-member district as the vacancy. People elected in 2024 keep their terms. A prior local session law section is repealed.

New rules for Columbus school board

Columbus County’s school board has five members serving staggered four-year terms. Each is from a residency district but elected by voters countywide, excluding the Whiteville City Schools area. Elections are partisan and held in even-numbered years; winners take office the first Monday in December. Vacancies follow G.S. 115C-37.1. People elected in 2024 keep their terms, and any 2024 vacancy is filled by board appointment. Older, conflicting local laws are repealed.

New rules for Gaston school board

Gaston County’s school board has nine members with staggered four-year terms. Two are elected at-large countywide; seven come from residency districts and must live in their district. Elections are partisan in even-numbered years; members take office the first Monday in December. Vacancies are filled by the board; if not filled in 90 days, the county commissioners fill them under G.S. 115C-37.1. People elected in 2024 keep their terms. An older local law section is repealed.

Scotland school board rules and fee

Scotland County’s school board has eight members serving staggered four-year terms. Five must live in Stewartsville Township; three are at-large from the other townships. Elections are partisan in even-numbered years; winners take office the first Monday in December. Candidates must file on time, pay a $10 filing fee, and certify the seat and residency. Vacancies follow G.S. 115C-37.1. Some older subsections are repealed. People elected in 2024 keep their terms.

Which boards follow state vacancy rule

The law narrows which school boards a specific state rule applies to. It now covers the Asheboro, Hickory, and Newton-Conover city boards and a listed set of counties, including Columbus, Gaston, Johnston, Scotland, Onslow, and others named in the law.

Rural development law limited to nine counties

The law limits Chapter 988 rural development authority rules to these counties: Cherokee, Clay, Graham, Hertford, Jackson, Macon, Swain, Transylvania, and Yancey. Only these counties are covered.
