Fee revenue stays with inspections

The Department deposits all collected fees with the State Treasurer and uses them only for inspections, permits, and certifications. Money left at year end does not revert; it stays available for those same purposes. The Commissioner publishes the fee changes created by this act in the North Carolina Register and on the Department’s website within 30 days after the act’s effective date. The law also repeals several older fee subsections as part of this reorganization.

Higher inspection fees for elevators and rides

Beginning July 1, 2025, the Department charges set fees for elevator, amusement, and chairlift inspections and services. Examples include: expedited special inspection $1,000; elevator routine checks $200 (under 10 floors) or $300 (10+ floors); escalator $500; wheelchair lift/dumbwaiter $100; major amusement ride $250; go‑karts $50 per cart and $200 per track; roller coaster $500; water slide $300; chairlift or gondola $500; rope tow $200; J/T‑bar or conveyor $300. The permit for new or altered elevator work costs the greater of $200 or 1% of the contract price. Starting with fiscal years on or after July 1, 2026, these amounts adjust each year by the Consumer Price Index, rounded to the nearest dollar, with increases posted at least 60 days before they start.

New elevator inspector apprenticeship program

The Department of Labor works with the North Carolina Community College System to create an in‑house training and apprenticeship program for elevator inspectors. The Department uses the program to fill receipt‑supported inspector jobs in the Elevator and Amusement Device Division. This builds a clear path from training to open inspector roles.

Pay inspection fees to get certificates

Beginning July 7, 2025, owners or operators of inspected equipment are billed the fees. Fees can be collected at the inspection or billed after, and payment is due when you receive the bill. The Department may withhold a certificate of safe operation until all assessed fees are paid. This covers elevators, amusement rides, and other devices the Department inspects.

New timing for interim appointments

Beginning July 7, 2025, a regular session adjournment must last more than 90 days (not more than 10) to count as “not in session” for interim appointments to certain building councils. Other listed circumstances for being “not in session” stay the same. This change can shift when the Governor makes interim appointments.
