If both school boards petition, county commissioners must call a countywide vote within 60 days. Voters decide whether to merge the Laurinburg City and Scotland County schools and to build a new consolidated high school with bonds. If approved, the county may levy a school tax up to $0.50 per $100 value and must fund at least the State‑average local current expense per student. The law sets a $8,700,000 local funding floor for 2002–2003 and an annual growth formula starting in 2003–2004, excluding fines, forfeitures, and certain sales taxes; both boards can jointly adjust in hard economic times. If merged, a new eight‑member board forms (five from Stewartsville Township and three from the other townships), elected countywide on nonpartisan ballots with a $10 filing fee, and vacancies must match the seat’s residency.
Anson County’s board now has seven single‑member residency districts. Candidates must live in their district, but all county voters vote for every seat. The 2022 district lines are used at first. Members take office the first Monday in December after the election. This starts December 7, 2026.
Kittrell’s mayor and three commissioners now serve four‑year terms. This applies to elections held on or after the law’s effective date. Voters will choose these officials less often, but terms are longer.
Caswell County commissioner vacancies on or after March 3, 2025, follow G.S. 153A‑27.1. On December 7, 2026, a specific school‑board vacancy rule applies to the Asheboro, Hickory, and Newton‑Conover city boards and to named counties. The same date, the law clarifies which counties must follow a listed residency‑district statute.
Members elected in 2021 and 2023 keep their terms. Any vacancy in those seats is filled by the board for the rest of the term. In 2025, two members are elected to one‑year terms. Beginning December 7, 2026, the board has seven members with staggered four‑year, partisan terms. To keep staggering, terms ending in 2027 and 2029 are each extended by one year, and future elections are set for 2 seats in 2026, 3 in 2028, and 4 in 2030. A temporary tie‑breaker member is appointed after the 2028 election and serves until the first Monday in December 2030. Parts of a 1957 local act that conflicted with these rules are repealed December 7, 2026.
