AN ACT TO PROHIBIT THE DISTRIBUTION OR SALE OF A COSMETIC PRODUCT CONTAINING CERTAIN RESTRICTED SUBSTANCES AS AN INTENTIONALLY ADDED CHEMICAL IN ANY AMOUNT, INCLUDING AS A NONFUNCTIONAL BY-PRODUCT OR A NONFUNCTIONAL CONTAMINANT ABOVE THE PRACTICAL QUANTIFICATION LIMIT.
