New basin rules for water transfers

Beginning July 9, 2025, the state uses new river basin maps for interbasin transfers. The Haw and Deep rivers now count as part of the Cape Fear River. Contentnea Creek now counts as part of the Neuse River. Transfers started or changed on or after that date follow the new maps. This can make some permits easier and others stricter for water suppliers and local governments.

Neuse wastewater permits use transport factors

Beginning July 9, 2025, local governments in the Neuse River Basin must use a nutrient transport factor from the 1999 Neuse cleanup plan (TMDL) in wastewater permits. The factor applies to both the discharge and any nutrient offset credits used. DEQ can model new transport zones and delivery factors with input from affected parties. The Environmental Management Commission may adopt new factors by rule. The temporary statutory rule ends when the new rule takes effect.
