Faster water quality permits for projects

Beginning October 1, 2025, the Department must move faster on Individual Water Quality Certifications for projects that qualify for a Nationwide or Regional Permit. It must tell you any fee within five business days or the fee is waived; review starts on payment or day six. It must decide if your application is complete within 30 business days (20 days after you send fixes). Final approval or denial is due within 10 business days after completeness, or 15 days after a hearing closes. If the Department misses a deadline, the certification is waived unless you agree to a limited extension; only conditions needed to meet State water rules may be added, and denial is allowed only if no reasonable conditions would ensure compliance.

Small apartments and hotels skip radio systems

Beginning July 2, 2025, certain buildings are exempt from indoor emergency responder radio coverage rules. These include R‑2 Type V apartments that meet egress rules, and apartments or hotels/motels two stories or less where every unit or room opens to the outside. Owners of those buildings do not have to install or keep these radio systems. For systems installed before July 2, 2025 in exempt buildings, owners may permanently disconnect them if they cut power and backups, stop monitoring signals, disconnect any donor antenna while keeping lightning protection, and post the required sign. Until the Council’s permanent rules take effect, the Council and local code officials do not enforce these coverage rules against exempt buildings, and the Council must adopt rules that match these exemptions. This may reduce indoor radio coverage for responders in those buildings.
