The Environmental Management Commission cannot approve certificates for large new or increased surface water transfers between river basins. A transfer counts as significant only if it would raise total movement by more than 15,000,000 gallons per day. The pause starts July 9, 2025 and ends March 1, 2027. During this time, UNC will study the process and recommend any needed changes.
