Beginning with the 2025-2026 year, qualifying veterans pay in-state tuition and fees with no 12-month wait. You must have 90+ days of active duty, an Honorable Discharge, and meet one of these: NC high school diploma on or after Jan 1, 2004; 90 days stationed in NC; or a Purple Heart. UNC schools cannot deny admission just because you serve or plan to serve. If you ask at least 30 days before starting, UNC schools must defer your start: at least 2 years for reserve members and spouses, and at least 5 years for other service members and spouses.
Effective June 30, 2025, for the 2024-25 and 2025-26 school years, the State may use Escheat Fund money to pay Scholarships for Children of Wartime Veterans if funds are available. The Secretary may prioritize some award classes and, before August 15, 2025, may reduce room and board or private school allowances. The Authority may standardize or prorate awards and use up to 2.5% for administration. Awards depend on available funds.
Beginning July 1, 2025, honorably discharged veterans and retired sworn law enforcement officers pay $45 to apply and $40 to renew a concealed handgun permit, with required documentation. Starting October 1, 2025, applicants and permit holders can choose to get permit messages and the 45‑day renewal notice by email instead of mail.
Starting October 1, 2025, active-duty members stationed outside North Carolina, and their spouses and dependent children, may renew a NC driver’s license remotely a second time. This applies when the license is not REAL ID or when converting a REAL ID to a non‑REAL ID at renewal.
Effective October 1, 2025, most people (not NC‑licensed attorneys) cannot charge to prepare an initial veterans’ disability claim, take referral fees, or guarantee results. You must get a written agreement before services, no upfront fee, and any payment must be contingent on success and capped at five times one month’s benefit increase. Required disclosures and record‑keeping apply, and aggressive solicitation and improper record access are banned. Violations are unfair trade practices.
Starting with the 2025-2026 school year, children of active-duty parents moving to North Carolina or separating within 12 months can register for local public schools remotely. Parents must provide military transfer or separation papers and other enrollment forms; proof of residency is due when the child starts attending. If temporary housing blocks residency proof, the child may attend for up to one year or through the end of the school year. High school juniors and seniors may stay through graduation.
