Beginning July 1, 2025, strict privacy rules apply to the new data system. Only authorized staff can see identifiable data; public reports use aggregated, de-identified numbers. Linked student‑workforce records are limited to five years from the later of high school completion or last attendance at a North Carolina college. Contributors keep ownership of their data. The Center must publish a data inventory, follow FERPA, HIPAA, and other laws, set a security plan, run annual privacy audits, and add safeguards to vendor contracts.
Beginning July 1, 2025, North Carolina creates a statewide system that links education and workforce records. The System acts as an authorized representative for DPI, UNC, and community colleges to access records for research. Schools, colleges, and State agencies must send data to the System under its security plan and timeline. Private and nonpublic colleges and schools may choose to share data. The System can receive State funds, federal grants, and other public or private support.
The Community Colleges System Office is exempt from State information‑technology procurement rules. It can choose in writing to use State IT programs and contracts. The State Board of Community Colleges must make that written election for the System Office. This adds the System Office to the same exemption list as the General Assembly, the Judicial Branch, and UNC.
The State Board of Community Colleges must choose one learning management system for all community colleges. The competitive solicitation finishes by December 31, 2025. All colleges must move to the new system by December 31, 2027. Bidders must explain how their system aligns with K‑12 and UNC systems.
