The law makes the specified embalming fluid offense a Class I felony. The higher penalty applies to crimes committed on or after December 1, 2025.
Starting July 1, 2025, the State Bureau of Investigation gets $1.4 million each year to add up to 10 nonsworn administrative jobs. The State Highway Patrol gets $3 million each year to hire 26 full-time nonsworn administrative staff. These are recurring funds.
Starting July 1, 2025, the courts receive $5 million one time for eCourts technology and process staff. The Department of Information Technology receives $15 million one time for cybersecurity in 2025–2026. These funds are nonrecurring for that fiscal year.
Beginning September 30, 2025, the DMV lets eligible drivers renew, get, or convert licenses remotely by mail, phone, or secure online. Remote renewal usually requires your last renewal was in person with a new color photo; a second remote renewal is allowed only if the license is not REAL ID or you convert from REAL ID to non‑REAL ID. Teens can get a full provisional license by mail after 6 months with a limited provisional, no moving or seat belt violations in the last 6 months, a school eligibility certificate or diploma, and a 12‑hour driving log with 6 night hours signed by a supervising driver. If the log is falsified, the teen must restart it and wait 6 months. These rules apply to licenses issued or renewed on or after that date.
The law repeals Part V of Session Law 2025-72. The change takes effect September 30, 2025. Any impact depends on what that Part had required or allowed.
