Adoptees get standard birth certificates

Beginning January 1, 2026, the State Registrar makes a new birth certificate after an adoption is reported. It shows your full adoptive name, sex, state and date of birth, and your adoptive parents’ full names. It has no note about adoption and lists adoptive parents simply as your parents. In a stepparent adoption, the new certificate lists the adopting stepparent and the other parent; the city and county of birth stay the same. Parents’ names stay unchanged only if the petitioner, the petitioner’s spouse, the adoptee age 12 or older, and any living parent whose rights end all file a joint request before the decree. The Registrar also sets rules for handling reports of adoptions from other states.

Quicker adoptee records and trained staff

Beginning January 1, 2026, if a county needs an adoptee record that is not yet digital, the State Registrar must digitize it within two business days. Registers of deeds and staff who issue certified adoptee birth certificates must complete yearly privacy training. When a register of deeds issues an adoptee birth certificate for someone born in that county, the State Registrar does not charge the fee set in G.S. 130A-93.1(a)(1).

Stronger privacy for adoptee birth records

Beginning January 1, 2026, the State Registrar seals the original birth certificate and all adoption records. Counties remove the old record, delete index entries, and send the record to the State Registrar for sealed storage. Your adoptee birth certificate is not open to public inspection. Certified copies or abstracts of the new certificate are available to you, your children, your adoptive parents, and your spouse, brothers, and sisters (adoptive relations only). Registers of deeds issue certified copies through the State’s electronic system and must follow these privacy limits.
