Beginning December 1, 2025, North Carolina strengthens its school hazing crime. Students may not haze or help haze; it is a Class 2 A1 misdemeanor. School personnel, including teachers, coaches, student teachers, safety officers, and administrators, may not haze or help haze; it is a Class I felony. Hazing means causing physical or serious psychological injury during initiation or joining any organized school group, such as teams, fraternities, sororities, or clubs. These penalties apply to acts on or after December 1, 2025.
As of July 9, 2025, each local school board must post central office pay and job details on its website. By August 15, 2025, and every year after, boards must list each central office employee’s total compensation from all sources, title, job description, when the job was created, and department. They must also show how many positions exist for each title and per department. The law defines central office staff to include superintendents, assistant/associate superintendents, directors, coordinators, supervisors, finance officers, and contractor or permanent staff not assigned to a school campus. Salary includes pay, benefits, incentives, supplements, bonuses, deferred pay, and other compensation. Records are open for public inspection, but names of Address Confidentiality Program participants must be removed, and people denied access can seek court relief.
