13 provisions identified: 7 benefits, 2 costs, 4 mixed.
DOT must keep at least 45 days of the year’s Highway Fund and Highway Trust Fund appropriations in cash at each month‑end. DOT aims for an average daily cash balance equal to 75–120 days of appropriations. Federal funds do not count toward these amounts. DOT must also give lawmakers a detailed financial report by the 10th day after each regular session starts, showing state and federal spending by county.
Starting July 1, 2025, if a DOT‑maintained road has no deeded right‑of‑way, DOT defines the boundary by its usual maintenance limits. DOT must work with developers who cannot get needed rights so projects can proceed without new easements when possible. By October 1, 2025, DOT must report those maintenance limits to lawmakers and update rules to match.
Beginning with the 2025–2026 school year, school boards that contract for student transportation must run a criminal history check for each driver. A board may accept a check done within the past 3 years if the driver gives written consent on the SBI form. Boards may require drivers to pay for checks or fingerprints.
When a licensed vehicle dealer changes owners, the license continues if the new owner qualifies and DMV approves. Starting October 1, 2025, recyclers and salvage yards may buy vehicles without a title if they are 12 or more model years old. Buyers must keep DMV‑specified records and cannot complete a sale without required seller ID.
Cities and counties may use approved speed cameras in school zones. Each violation is a $250 civil penalty with no driver points, plus up to $50 more if you do not respond in 30 days. Tickets must be sent within 60 days and owners can name the actual driver within 30 days by affidavit. Starting October 1, 2025, the DMV must refuse registration or title transfer for unpaid penalties. Only devices approved and tested by the State are allowed, and camera results are admissible only with required calibration and a technician certificate.
Vehicles with a gross vehicle weight rating of 26,001 pounds or more may not use the left‑most lane on controlled‑access highways with six or more lanes. Exceptions are to enter or exit, avoid a hazard, or pass. This applies to offenses on or after December 1, 2025.
Starting December 1, 2025, safety inspections no longer check windows or after‑factory tint. Fees are: Safety Only $12.75 plus $0.85 electronic, and Emissions and Safety $23.75 plus $6.25 electronic. The old $10 tint inspection fee is removed. People with medical photosensitivity can hold up to four medical tint permits, each usually valid five years. When an officer approaches a car with tinted windows, the driver must roll down the window on that side.
The Turnpike Authority is no longer capped by a fixed project limit, but projects must still meet planning and approval rules. With your written consent, the Authority may email toll bills and must send them within 90 days after travel or a qualifying affidavit. The Authority must also file an annual activity report and audit by October 31.
DOT can choose Progressive Design‑Build teams with or without considering schedule or costs, and use two phases with separate contracts. The cap on agreements with a private company under the PPP authority rises from three to six. For small culvert and structure jobs on low‑volume or non‑outlet roads, projects costing $500,000 or less are excepted from the program’s usual outsourcing rule.
DOT cannot schedule mowing where political signs are allowed from 30 days before early voting until 10 days after the election, and cannot mow any highway right‑of‑way in May. Applicants for selective vegetation removal may submit a beautification and replanting plan. If DOT approves, the applicant does not owe certain reimbursements and may keep two nonconforming outdoor signs.
DMV must pick the vendor for its cloud system by January 1, 2026. DMV, the vendor, and state IT must give quarterly progress reports to legislative leaders. DMV must also report by October 1, 2025 on its vendor evaluation and selection status.
On July 1, 2025, specific nonsworn DMV positions move to the State Highway Patrol, with their salaries, property, and funds. A new Highway Fund budget fund and a new Patrol budget fund are created to support these positions and required recurring transfers.
Certified commercial driver training schools may give license road tests and must meet DMV standards. Schools may charge a reasonable fee and must report results to DMV. Courses that prepare people for a limited learner’s permit must use the same curriculum required in public schools.
