Schools must stock and use epinephrine

Beginning June 26, 2025, each public school keeps at least two emergency epinephrine auto‑injectors in a secure but unlocked, easy‑to‑reach place. Principals assign trained staff who use a non‑patient‑specific prescription and follow storage, training, and emergency action steps. Starting with the 2025–26 school year, students with asthma or risk of anaphylaxis may carry and use their prescribed inhalers and epinephrine at school, at events, and in transit as the local policy allows. Also beginning with the 2025–26 school year, charter, regional, and laboratory schools must meet the same emergency epinephrine rules.

Statewide rules and pay for school nurses

Beginning June 26, 2025, the State Board of Education sets qualifications and training for certified school nurses and may use temporary rules. The Board cannot require a four‑year degree to be hired. A registered nurse licensed in North Carolina with at least two years of hospital or clinic experience must be paid on the certified school nurse pay scale when hired or contracted on or after that date.

Businesses can stock epinephrine with immunity

Beginning June 26, 2025, a health care provider may prescribe epinephrine in the name of an authorized non‑school group so it can buy and stock a supply. Designated workers who complete initial and yearly training may give epinephrine in good faith to someone they believe is having anaphylaxis. The entity, the trained worker, the prescriber, the dispenser, and the trainer are immune from criminal and civil claims for good‑faith actions, except for willful or wanton conduct. Prescriptions to an entity last no more than two years.

Tighter DEHP rules for IV equipment

Effective June 26, 2025, IV containers and tubing may not have unintentionally added DEHP at or above 0.1% by weight. Makers also may not swap in other ortho‑phthalates as substitutes. Selling IV solution containers with intentionally added DEHP is banned starting January 1, 2030, and IV tubing with intentionally added DEHP is banned starting January 1, 2035. Some blood collection and apheresis/cell therapy bags and kits are exempt. A company can delay the IV container deadline to January 1, 2032 if it told North Carolina customers by October 1, 2025 it began DEHP‑free development and posted by January 1, 2028 that it will miss 2030. The Secretary can fine up to $5,000 for each day a violation continues.

Organ donor choice on tax return

Beginning January 1, 2027, the state income tax form lets you choose organ and tissue donation for you and your spouse. Your choice is legal when you file and stays in place until you revoke it. The form explains that this is optional and how to change your choice. The Department of Revenue shares donor choices with the DMV and organ donation groups. Personal data use is limited to checking donor status at or near death and approved statistics. By January 1, 2027, the Department adopts rules and works with the DMV to keep the donor registry up to date.
