Grants to prepare big factory megasites

The state runs a competitive program to identify and prepare up to seven megasites. Local governments can get grants to buy land and build needed public infrastructure like water, sewer, roads, gas, and electric. The program supports major industries such as automotive, aerospace, clean energy, food processing, semiconductor, and life sciences. It takes effect July 7, 2025.

Who can get big job grants

The law sets clear categories for large projects to qualify for state job‑maintenance grants. Examples include: a major employer investing at least $200 million in six years and keeping 2,000 jobs in a tier‑one area, and a large manufacturer investing at least $50 million in five years with job targets tied to the county tier. It also covers special cases: prior major‑employer expansions ($150 million), century‑old “heritage” manufacturers ($325 million with 1,050 statewide jobs and 400 retrained/relocated to tier two), and building‑supply makers shifting away from coal byproducts ($110 million with 420 statewide jobs in tier two). The Department must certify eligibility and the site’s development tier. These rules take effect July 7, 2025.

State covers water line moves for small systems

For state road projects, the Transportation Department pays the nonbetterment cost to move water or sewer lines for small owners. Towns with 20,000 people or less, and private utilities with 20,000 or fewer customers, pay nothing. Bigger towns pay a share: over 20,000 and under 50,000 pay 25%; 50,000–99,999 pay 50%; 100,000 or more pay 100%. This applies to costs after January 1, 2025 and to unpaid costs from before that date.

Stronger rules and safeguards on job grants

Grant deals can promise yearly payments for up to 10 years, but the Attorney General must review and personally sign them. No payment is allowed while the business has an unresolved overdue state tax notice. All grantees must keep required job levels to get paid. For major employers, grants are cut in proportion to job shortfalls; no payment is allowed if jobs fall below 80% of the required level. If a major employer is more than 100 employees short, the grant is cut by an extra 1% per missing employee. Contracts must include job, pay, health‑insurance, and investment promises. Missing promises triggers repayment; failing the investment threshold means paying back all funds and losing future payments. Businesses cannot use contractors to cut pay at the project. These rules take effect July 7, 2025.

More flexibility for breweries and distilleries

Breweries can share facilities under alternating proprietorships. The tenant keeps title, records, labels, and pays its own taxes. Distilleries can sell bottled spirits to tour visitors in counties with an approved ABC store and can serve mixed drinks where allowed; farm‑based distilleries can serve mixed drinks made only with their own spirits. Permittees may sell sealed, single‑serving unfortified wine for off‑premises use if sold with food and in containers up to 24 ounces. Commonly owned permittees can transfer wine up to four times a year with wholesaler notice. These changes start July 7, 2025.

New open-container rule for drivers

A driver commits an offense only when both are true: there is an open or unsealed alcoholic drink in the passenger area, and the driver is drinking or still has alcohol in their body. This applies to offenses on or after October 1, 2025.
