The law creates a new way to qualify for residential appraiser certification. You can complete an approved Practical Applications of Real Estate Appraisal (PAREA) program and submit 15 residential appraisals. The Board reviews five of them for professional standards. The Board can adopt rules starting July 2, 2025. This path applies to applications filed on or after January 1, 2026, and ends December 31, 2030.
Landlords may recover actual court filing fees and service costs from tenants. They may also recover reasonable attorneys’ fees listed in a written lease, up to 15% of the amount owed. For evictions based on something other than nonpayment, the cap is 15% of one month’s rent. If a tenant appeals to district court and the court finds the appeal frivolous or in bad faith, the landlord may get all reasonable attorneys’ fees. These rules apply back to September 9, 2024.
Brokers may use preprinted offer or sales contract forms that state how commission is paid. The forms may include terms that forfeit earnest money to a broker or firm. This takes effect July 2, 2025, and stays in place until the Commission adopts a matching permanent rule.
Starting October 1, 2025, a salesman may be registered with more than one dealer only in limited cases. Multi-dealer registration is allowed when the dealers share common ownership or control, or when the Administrator approves it by rule or order.
