Transfers to support agriculture and wildlife

The law shifts several state funds during the 2025–2027 biennium to support programs under the Agriculture Commissioner. It transfers $125,000 from the Department of Water Resources to wildlife services. It moves $325,000 from the Environment and Rangeland Protection Fund to the Minor Use Pesticide Fund, and $7,415,020 from that same fund to Agriculture Department programs. It transfers $648,228 from the Game and Fish operating fund to Agriculture Department programs. It allocates $700,000 from the Abandoned Oil and Gas Well Plugging and Site Reclamation Fund: $200,000 for pipeline restoration and reclamation and $500,000 for post‑production royalty oversight.

Two-year funding for Agriculture Department

The law funds the North Dakota Department of Agriculture for July 1, 2025 through June 30, 2027. Total funding is $41,938,239, including $14,820,933 from the general fund and $27,117,306 from other funds, with 80 full‑time positions. Money covers salaries and wages ($17,042,562), operating ($7,426,173), capital assets ($7,000), and grants ($10,953,969). It also funds programs: Agricultural Products Utilization ($2,110,417), North Dakota Trade Office ($1,600,000), Board of Animal Health ($865,718), wildlife services ($1,657,400), pipeline restoration and reclamation ($200,000), and the crop harmonization board ($75,000).

Waterbank grant gets state match

The law provides up to $50,000 from the general fund to match a North Dakota Outdoor Heritage Fund grant for the Waterbank program. The money is available in the 2025–2027 biennium. The amount is capped at $50,000.

Trade office funding with match rules

The Agriculture Commissioner has $1,600,000 for the North Dakota Trade Office. Up to 60% can be spent without a match. Spending above that needs a one‑to‑one match from private or other public sources. Matching can include business spending on export assistant pay, training, or computer equipment. This applies for July 1, 2025 through June 30, 2027.
