AN ACT to provide an appropriation for defraying the expenses of the department of public instruction, the center for distance education, the state library, the school for the deaf, and North Dakota vision services - school for the blind; to create and enact a new section to chapter 15.1-07 of the North Dakota Century Code, relating to the collection of free or reduced-price meal eligibility information; to amend and reenact sections 15.1-02-02 and 15.1-27-16 of the North Dakota Century Code, relating to the salary of the superintendent of public instruction and administrative cost-sharing; to provide for a transfer; to provide a report; to provide an exemption; and to provide an effective date.

Major school funding for 2025–2027

North Dakota funds K–12 education for July 1, 2025 to June 30, 2027. The state appropriates $2.84 billion in all funds, including $1.73 billion from the general fund. It adds $510.86 million from the state tuition fund, plus any extra that becomes available. Another $157 million comes from the foundation aid stabilization fund and $13.99 million from the strategic investment and improvements fund. This money supports integrated formula payments and school operations statewide.

Free school meals for more families

The state provides $6 million in grants for 2025–2027 to help schools serve free meals. Students in public or nonpublic schools qualify if household income is at or below 200% of the federal poverty guideline. The education department sets the program’s guidelines and reporting. This lowers food costs for eligible families.

School aid withheld for approval and Medicaid

From July 1, 2025 to June 30, 2027, the state withholds some school aid. Aid for special education is reduced by each district’s required Medicaid match. The superintendent sends that matching amount to the Department of Health and Human Services. Aid under the integrated formula is also reduced by what districts must pay for school approval. This changes district cash flow and net state aid.

More state aid for public libraries

The state provides $1,737,582 for public library aid in 2025–2027. No more than half may be spent by June 30, 2026. This helps libraries keep services and materials available to communities.

Grants for teacher training and student enrichment

The state funds teacher training and student enrichment in 2025–2027. $3 million helps paraprofessionals become teachers; colleges can use up to $20,000 each for startup, with the rest for tuition and scholarships. $500,000 runs summer Governor’s Schools, with $5,000 per student and up to $250,000 per university each year. $800,000 reimburses districts for gifted and talented programs. Regional education associations each get $50,000 per year, with $700,000 total and mergers kept whole.

Late claims window and deposit rules

The education department can pay certain late claims from 2023–2025 if filed with proof by June 30, 2026. It may use integrated formula and special education funds to pay them. The department can deposit indirect cost recoveries into its operating account. GED fees and displaced homemaker deposits go into the public instruction fund and can be spent only by legislative appropriation.
