The capitol grounds planning commission must approve any construction or placement on the capitol grounds. If lawmakers authorize a project, the commission still approves the site, basic style, and exterior work in a reasonable time. The commission controls outdoor gifts and places any money gifts into the capitol building fund for ongoing use on approved projects. It consults the state arts council on art and monuments, can use expert consultants, and sets long‑term site plans. The commission also reviews major interior changes and must be consulted before buying or installing furniture or fixtures in public areas.
A legislative facility construction committee reviews new building and major remodel projects over $2 million. Agencies must tell the legislative council before bidding for design or surveying services and before signing a lease‑related construction or renovation deal over $2 million. The panel can get information from agencies and advise the budget office and agencies on location, design, and costs. It meets at least quarterly and reports to legislative leaders and the full assembly. For projects on the capitol grounds, it also reports its findings to the capitol grounds planning commission.
