The law gives $11 million to Commerce for a one-time state radar data pathfinder program through June 30, 2027. The money lets the state join the FAA radar data effort and link federal radar feeds to North Dakota’s drone and beyond-visual-line-of-sight systems. Commerce, with the test site, sets security controls that meet FAA rules, upgrades radar and drone infrastructure, and improves test-site safety. The program also provides training and technical help so agencies can use federal radar data securely.
The law gives $15 million to the Department of Commerce to run a one-time state drone replacement program through June 30, 2027. State agencies that owned a drone before January 1, 2025 can get a new one with the same capability that meets federal rules, with operator training paid for. Commerce works with the state test site to pick models and to set up a data system that keeps all drone data under state control. Agencies that agree to share drones get priority. Replaced drones must be sent to the test site for safe disposal; sales to U.S. Homeland Security are allowed at market price and money goes to the state general fund. Commerce keeps an inventory, and the test site runs central registration and support for beyond-visual-line-of-sight flights. Commerce must report to Legislative Management by June 30, 2026 on spending, replacements, disposals, and remaining needs.
