State can own Oahe bridge, cover claims

The law lets the state Department of Transportation sign a deal with the federal government to build a bridge over the Oahe Reservoir. In that deal, the state holds the United States harmless for damage from building, running, or maintaining the bridge, unless the United States or its contractors are at fault. The director can also accept ownership of the bridge and its connecting road and add them to the state highway system, despite any other law. This can improve travel and access for people and businesses. The state, and therefore taxpayers, take on long-term upkeep costs and most damage claims.
