Equal utility rates for customers

Public utilities cannot give special treatment or unfairly disadvantage anyone. They cannot use special rates, rebates, or other tricks to make some pay more or less for the same service under similar conditions. Utilities may use reasonable agreements or a sliding scale of charges if their franchise or permit allows it. Any such agreement or sliding scale must be filed with and approved by the state commission before it is lawful.

Fewer state rules for freight carriers

The law repeals state rules on permissible discrimination by common carriers, long and short hauls, and freight pooling. Carriers and shippers face fewer state limits on rates and pooling. Some shippers or localities may lose protections those rules provided. The repeal does not set new rates or create fees or payments.
