Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Medicaid expands for children and pregnancy

Beginning July 1, 2026, the state does not count assets for children and families groups and for pregnant women. Pregnant women who are lawfully present in the U.S. can get Medicaid if they meet other rules. Lawfully present children can get Medicaid if they meet other rules.

Medicaid opens to medically needy

Beginning July 1, 2026, medically needy people can get Medicaid if their countable income is at or below the state level. The department must set that income level at least as high as federal law requires.

More in-home Medicaid help for kids

The department runs Medicaid waivers that give in-home services to children with extraordinary medical needs. It also serves children diagnosed with autism who would otherwise meet an institutional level of care and are under age twenty-one. The department may put higher-need children first on waiting lists. Beginning July 1, 2026, for children under 18 on a 1915(c) waiver, the state ignores Social Security survivor pay and court-ordered child support when checking income.

Medicaid may require Medicare enrollment

Beginning July 1, 2026, if you are eligible for Medicare Parts A, B, or D, the department may require you to apply for Medicare to get Medicaid. This adds a step but can give you Medicare coverage too.
