You do not need a CDL to drive a house car or to tow a travel trailer for personal, noncommercial use. The exemption does not apply to commercial uses.
Covered farm vehicles do not need a CDL when used for farm purposes. Farmers can move products (including trees), machines, or supplies to or from a farm within 150 miles (241.40 km), as long as they are not a common or contract carrier. Employees of agrichemical businesses, custom harvesters, farm retail outlets and suppliers, and livestock feeders can get a restricted CDL for 182 days, or two 91‑day periods in a year, with federal test waivers. Class A drivers in those jobs do not need a hazmat endorsement to haul up to 1,000 gallons (3,785 liters) of diesel in a properly marked service vehicle within allowed states.
Emergency and firefighting vehicles used to save life or property are exempt from CDL rules. In towns under 3,000 people, workers may operate vehicles for snow or ice removal during a declared emergency, within that subdivision, when regular drivers are unavailable or more help is needed. Vehicles driven for military purposes are also exempt, within federal limits (49 CFR 383.3(c)).
You must hold and carry a commercial driver’s license with the right endorsements to drive a commercial motor vehicle in North Dakota. A learner’s permit holder may drive only when accompanied by someone with a valid CDL for that vehicle. You may not drive a commercial vehicle if your driving privilege is suspended, revoked, canceled, or you are disqualified. The department issues a CDL after a learner’s permit only if you complete federal entry‑level driver training (49 CFR part 380, subpart F).
