Nonprofits can offer special hunt licenses

The director can issue special hunting licenses to eligible nonprofits. Limits are: up to 2 elk (no more than 2% of general lottery elk), 2 moose (no more than 2% of general lottery moose), 2 antelope (no more than 2% of the prior season's general lottery antelope), and 10 white‑tailed deer. The director only issues these when the species can support it. A nonprofit can apply once a year for up to 2 licenses and must follow the director's application rules. If more groups apply than licenses for a species, the director holds a lottery.

Hunters face elk/moose license limits

If you get an elk or moose license through a nonprofit raffle or auction, you cannot also get one from the state general lottery or the other special allocation in the same year. If you get an elk or moose license from the general lottery or the other special allocation, you cannot get one through a nonprofit that year. Anyone convicted of illegally taking a moose, elk, or bighorn sheep cannot apply for or receive a license under this program.

Nonprofits must meet raffle rules

To qualify, a group must be a 501(c)(3) or 501(c)(19) with an IRS letter and be a North Dakota nonprofit in good standing. It must agree to give at least 10% of any raffle's net proceeds to a director‑approved conservation project in North Dakota. Groups that already get a special allocation license under the other program in law are not eligible here. If a group uses a raffle or auction to pick the hunter, it must follow the director's rules and file the required reports.
