The law creates a scholarship for North Dakota resident students who plan to become teachers. To qualify, you must finish a consultative process or a nine‑week course, pass the civics test, and complete a four‑year plan. You need a 3.0 GPA, or an approved equivalent score if your district has an innovative‑education waiver. You must also complete at least four in grades 9–12: 25 hours of service; 95% attendance (not counting school activities); career exploration; two years co‑curricular; two years extracurricular; a capstone; an online course; or show 21st‑century skills. While in grades 9–12, finish two of three pathways. Academic path: ACT 24 or SAT 1180, plus two items like AP or dual credit, Algebra II, fine arts, AP score 3+, IB score 4+, or a 3.0 in core courses. Career/Language path: earn required CTE or language units; meet ACT 24, SAT 1180, or three WorkKeys scores of 5; and finish two items like a career‑ready course, dual credit, an industry credential, 40 hours of workplace or work‑based learning, or set reading/math scores. Military path: ASVAB 50, or 31 plus basic training before or within 90 days after graduation; a C or better in PE; and JROTC 2 units, Civil Air Patrol phase one, or two listed items. DPI, the superintendent, and the CTE department set and approve the detailed standards. This can lower college costs for eligible families, but it also sets strict rules that some students may not meet.
The act is an emergency measure and takes effect upon enactment. The new scholarship eligibility rules apply right away. Students and schools follow these rules immediately.
