Who counts as a pea or lentil producer

The law updates who the dry pea and lentil council calls a "producer." You are a producer if you plant or cause to plant dry peas or lentils you own and plan to harvest. You are also a producer if you will meet that test in the next growing season. You are a producer if you met it last season and will plant again as part of your rotation within six years. This decides who the council covers for its rules and programs.
