Who must call before digging

The law updates what counts as “excavation” for North Dakota’s call‑before‑you‑dig system. Most earth‑moving—like grading, trenching, digging, ditching, dredging, drilling, augering, tunneling, boring, scraping, or cable/pipe plowing and driving—now falls under the notice rules. Gardening and landscaping stay outside the rules if you dig less than 12 inches; routine farm work stays outside if you dig less than 18 inches. Routine road surface work that does not involve the road ditch—and paved work that does not go deeper than the existing pavement—are excluded. Opening graves and normal railroad track and track‑bed repairs on a railroad’s own right of way are also excluded.
