Simpler collector titles, no road use

You can get a collector’s title for a rebuilt, reconstructed, salvaged, antique, or vintage vehicle without an inspection. You must include a $10 application fee. With this title, you may rebuild, reconstruct, and sell the vehicle. You may not drive it on any highway, street, or road; doing so is a class A misdemeanor. The department sets what counts as proof of ownership when records are unclear, and you can appeal its decision to district court. The department will deny the title for false statements, missing information, unpaid fees or taxes, a suspended title, or if the vehicle appears stolen or would defraud an owner or lienholder.
