Medical and IEP exceptions to phone bans

Schools must allow device use in emergencies that affect health or safety. A school cannot ban a device if a licensed medical provider says the student needs it for health or well‑being. Families may need to give the school administrator documentation from the provider. If a student’s IEP, 504 plan, or other required plan says a device is needed, the school must allow it. District policies must include these exceptions.

Students' phones locked during class

School districts must adopt and enforce phone and device rules. During instructional time—from the start to the end of the school day on campus—students’ personal devices must be off, locked away, and out of reach. Acceptable storage includes lockable pouches, phone lockers, pencil pouches, sealed envelopes, or a similar secure spot. Schools may allow or limit device use outside instructional time and at school events. Policies must list times and places, allowed uses, discipline, and let students call a parent using a school phone at a set location. The rules cover wireless phones and similar devices, but not school‑approved tablets or laptops used for learning.
