More college help for veterans' families

The law expands who counts as a dependent for state college benefits. You qualify if you are a child, stepchild, spouse, widow, or widower of a veteran who is 100% service-connected, paid at 100% for individual unemployability, was killed in action, died from service-connected causes, or was a POW/MIA. The veteran or surviving spouse/other parent must have been a North Dakota resident at the time of death or total disability, or the spouse/other parent lived in North Dakota for five years right before enrollment. Surviving spouses who get VA Dependency and Indemnity Compensation (DIC) qualify. If VA decides the disability or service-connected death after the veteran’s death, it still counts for these benefits.

Lower property taxes for disabled vets and spouses

Starting with 2025 property taxes, qualifying disabled veteran homeowners get a credit on the first $8,100 of taxable value. The credit equals the veteran’s VA disability percent (50% or more), and veterans paid at 100% for individual unemployability qualify. You must own and live in the home and have an honorable discharge or be retired. Surviving spouses who receive VA DIC get a 100% credit. If VA sets the disability or service-connected death after death, it still counts for this credit.

Lower vehicle taxes and free plates for disabled vets

For vehicles you buy or lease after June 30, 2025, qualifying resident disabled veterans owe no state sales or use tax if the vehicle is, or can be, registered with a distinctive disabled veteran plate. Surviving spouses who receive VA DIC also qualify. Eligible veterans include those rated 100% service-connected or paid at 100% for individual unemployability. You can also get up to two license plates (special or plain) at no charge for vehicles 26,000 pounds or less. If VA makes the disability or service-connected death decision after death, it still counts for these vehicle benefits.

Spouses can use veteran job preference

The spouse of a fully disabled veteran can claim the state’s veteran hiring preference for public jobs. The veteran must be 100% service-connected or paid at 100% for individual unemployability and be unable to use the preference because of the disability. You must meet the job’s qualifications.
