Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Student slots tied to enrollment share

The center must divide student slots for participating districts using the same enrollment share used for fees. Each district’s expected number of students served matches its share of total high school enrollment. This makes access more predictable for districts and students.

60-day payment deadline and 1% penalty

Participating school districts must pay their assessed share promptly or by a shorter timeline set by the board, but no later than 60 days after the receipt date on the notice. Any unpaid assessment after the due date gets a civil penalty of 1% per month on the unpaid balance.

School district fees for career centers

Area career and technology center boards charge participating school districts a membership fee based on each district’s share of total high school enrollment. Nonparticipating districts that receive services pay a share based on how much they use the programs. If a center uses only mobile units, the board bases each district’s share on program use and considers enrollment and access to the mobile programs. These fees pay administrative, planning, operating, and capital costs.
