Bill Overview

Analyzed Economic Effects

5 provisions identified: 4 benefits, 1 costs, 0 mixed.

Central repository for missing persons

The attorney general runs a missing person repository at the Bureau of Criminal Investigation. Authorized users and federally recognized tribes can enter missing person information. The repository includes demographic data for Indigenous people when provided. Records are exempt and shared only under BCI rules. This authority ends July 31, 2035.

Grants help tribes find missing people

The state creates a grant fund to support tribes’ efforts to find missing Indigenous people. Money in the fund is continuously available to the task force for grants. From July 1, 2025 to June 30, 2027, $250,000 moves from the general fund into the grant fund. Any money left after July 31, 2035 goes back to the general fund.

State system to share criminal data

The attorney general runs a criminal justice data sharing system at the Bureau of Criminal Investigation. Law enforcement, courts, emergency services, and the Department of Transportation can exchange data. Only authorized users may access it after a criminal history and fingerprint check. Records are not public, and juvenile and child‑victim or witness information is confidential. An advisory board helps guide rules; non‑permanent members get $75 per day plus mileage and expenses. These authorities operate through July 31, 2035.

Task force on missing Indigenous people

The law creates a task force on missing Indigenous people, chaired by the attorney general. Members include key state officials, four legislators, and one representative from each federally recognized tribe. The group meets at least once every three months. It works to remove barriers, improve cooperation, run the grant fund, and consult on Savanna's Act. Each year by August 1, it reports data and recommendations. These duties apply through July 31, 2035.

Programs end after July 31, 2035

These programs and authorities end after July 31, 2035. The task force and the justice data system stop on that date. Any grant money left after that date is transferred to the state's general fund.
