The State Water Commission updates a statewide water plan every two years. The plan is organized by river basin and lists future projects to guide budgets and timing. The Commission must set a policy for commissioner-hosted meetings in these basins: upper Missouri River, lower Missouri River, James River, upper Red River, lower Red River, Mouse River, Devils Lake, Little Missouri River, upper Heart River, and upper Cannonball River. The policy applies to large projects above the law’s dollar threshold, and helps local sponsors take part, rank projects, and learn about life cycle and economic studies tied to project types.
The State Water Commission cannot require or conduct a life cycle analysis for a municipal water supply project under $750,000. It also cannot require or conduct an economic analysis for a flood control or water conveyance project under $750,000. This can lower costs and speed small projects, but it also reduces formal review of project impacts.
