Limits on county and city election rules

Counties and cities still run most details of their elections. They cannot set who qualifies to vote. Their election rules must follow the statewide limits in this law, including the ban on approval and ranked-choice voting.

Statewide ban on ranked-choice and approval voting

North Dakota bans approval voting and ranked-choice voting in every election held in the state. The ban covers local, state, and federal offices. The law defines both methods so there is no confusion. Any county or city ordinance that conflicts with this ban, including under home rule, is void.
