The law bans balance billing by ground ambulance companies. If you have insurance, you only owe your in-network deductible, copay, or coinsurance. For out-of-network trips, your insurer must pay the lesser of 250% of the local Medicare rate or the billed charges. Insurers must pay the ambulance company directly and may exclude your cost-sharing from that payment. These rules apply to licensed ground ambulances (not air ambulances), and the Insurance Commissioner can issue rules to enforce them.
The EMS department sets the main ways ambulance crews must communicate. It allows secondary contact through other devices, including cell phones. All rules must match Department of Emergency Services protocols.
During the 2025-26 interim, Legislative Management studies a grant system to help ambulance providers with delinquent bills. They must get input from the Insurance Department and survey ambulance services. They report findings and any bill drafts to the 70th Legislative Assembly. The law gives a one-time $20,000 general fund appropriation to the Legislative Council to hire a consultant for the 2025-27 biennium starting July 1, 2025.
