Grants for large ag production plants

The law creates a value‑added agriculture production facility incentive program with up to $30 million in total grants. The plant must be in North Dakota and be new construction on an industrial‑ready site with municipal infrastructure. It must invest at least $350,000,000 and leverage regional producer capital. It must have a competing offer from another Midwestern state. It must make a new or variant agriculture product and show at least $20 million in economic contribution, based on a Bank of North Dakota analysis. Grants reimburse infrastructure, site, and other needed capital costs such as gas, power, roads, water, wastewater, storm water, and rail. Payment is 50% at certificate of occupancy and 50% after reaching 50% production capacity. When the committee approves a grant, the Agriculture Commissioner must ask the Legislature to transfer matching money from the Strategic Investment and Improvements Fund.

New loans and grants for ag businesses

The law creates the Agriculture Diversification and Development Fund. The fund holds legislative transfers, interest, and loan repayments. A committee decides how much money goes to loans, interest-rate buydowns, and grants, and sets grant rules and maximums. The Bank of North Dakota offers loans and rate buydowns to value‑added agriculture businesses that show financial feasibility, job creation, and gains for farmers. The Bank may work with local banks, must return repayments to the fund, and can charge up to 0.5% of outstanding loans for servicing. The Agriculture Commissioner awards grants for needed infrastructure and development costs based on the committee’s recommendations.

State moves $30 million to ag fund

During July 1, 2025 to June 30, 2027, the Office of Management and Budget must transfer $30 million to the Agriculture Diversification and Development Fund. This money supports the fund’s loans, grants, and incentive payments during that biennium.
