Appraisers can provide bank evaluations

The law defines an "evaluation" as a property value estimate used when federal rules do not require a full appraisal. It lists which regulators count as an "agency": the Federal Reserve Board, Farm Credit Administration, FDIC, NCUA, OCC, and state financial regulators. Apprentice, licensed, and certified appraisers must follow USPAP for appraisals. But they can give an evaluation to a bank or credit union regulated by those agencies without USPAP, if it follows the agency’s current evaluation guidelines and is clearly labeled as an evaluation. This sets a clear path to use evaluations in those cases.
