Clearer newspaper notices on state rules

State agencies must publish an abbreviated notice at least once in each official county newspaper. The notice is a display ad about 2 inches wide and 3 inches tall with a clear headline. It must list how to get the proposed rules by phone or address. It must state if any rule is an emergency and its effective date. It must give where to send written comments and the deadline. It must list the public hearing location, date, and time. It must include a short, plain summary of each significant rule change. The notice can include a QR code that links to more information.
