Insurers must file an abstract of their annual statement at the same time as the statement, on the commissioner’s form. Non‑mutual insurers must publish the abstract at least three times in a newspaper the commissioner designates. They must publish in each judicial district where they have an agency and spread the placements evenly across newspapers in that district. State or county mutual insurers must publish once in a newspaper in their home county, chosen by members at their annual meeting. The company’s certificate of authority must be published with the abstract. Insurers pay publication fees set in section 46-05-03. Proof of publication is due to the commissioner within four months after filing the annual statement. The Insurance Commissioner posts abstracts on the commissioner’s website in an easy-to-use format.
