The law creates a special Advanced Technology Grant Fund run by the Department of Commerce. Interest stays in the fund, which pays grants and related administrative costs within legislative appropriations. During July 1, 2025 to June 30, 2027, $300,000 moves into the fund. Up to $300,000 from the fund is appropriated as one-time money for the program in that same biennium.
The law creates an Advanced Technology Review Committee with state IT leaders, three private‑sector tech experts, and the commerce commissioner as a nonvoting advisor. Private‑sector members serve four‑year staggered terms starting August 1 and may be reappointed; appointing authorities replace members who no longer qualify. By July 1 of each odd year, state IT leaders send a list of in‑state tech experts for appointments. By August 1 each year, legislative management names the chair; the chair names a vice chair. Private‑sector members may receive up to $135 per meeting day plus travel, paid by the Department of Commerce within appropriations.
The law offers grants to North Dakota entrepreneurs, startups, and small businesses doing early-stage R&D that need prototype money. The Department of Commerce runs applications and a review committee approves awards. Priority goes to AI, machine learning, quantum, and similar work, and rules address who owns inventions. Money can pay for R&D only—not buildings, admin, or regular operations—and grantees should leverage other funds. If you stop the funded work in North Dakota, you must repay; the department reviews results after projects finish.
