Land transfer and $4.9M for Minot state facility

The North Dakota Department of Transportation transfers about 1.25 acres in Ward County to the Office of Management and Budget. This transfer is exempt from sections 54-01-05.2 and 54-01-05.5. The law gives OMB $4.9 million from the Strategic Investment and Improvements Fund to build a state facility in Minot to lease to other state agencies. The money is one-time for July 1, 2025 to June 30, 2027, and it may continue into July 1, 2027 to June 30, 2029. The appropriation is not subject to section 54-44.1-11. This supports state operations and does not provide direct payments to households.
