The veterans’ postwar trust fund is a permanent state trust. The state treasurer invests it under state law, and all investment income must fund programs for veterans or their dependents. Income earned in one biennium is available to the Administrative Committee on Veterans’ Affairs in the next biennium. Veterans organizations may donate to the trust for homeless veterans’ services. Half of gaming taxes, fines, and related charges collected from veteran organizations are split equally between the trust and the Department of Veterans Affairs fund 410 for homeless veterans’ services. The state also provides $2,360,180 for July 1, 2025 through June 30, 2027 to support homeless veterans’ services.
Licensed charitable gaming organizations must pay a new quarterly tax on adjusted gross proceeds. If a quarter’s proceeds are $50,000 or less, the tax is 1%. If proceeds are over $50,000, the tax is $500 plus 12% of the amount over $50,000. If you are permitted to run raffles and your quarterly adjusted gross proceeds exceed $50,000, you also pay 1% of raffle gross proceeds for that quarter. File and pay the tax each quarter to the Attorney General. You must pay it from adjusted gross proceeds, and it is not an allowable expense. The Attorney General deposits these collections into the charitable gaming operating fund, with a separate rule for amounts collected from veteran organizations.
