Board terms, chair, and meetings

Board members serve four‑year terms and can serve no more than two in a row. Terms start July 1, and first terms are staggered. The board picks a chair from its members. A quorum is seven voting members. The board meets at least twice each year. The chair must call a special meeting if any five members ask in writing.

Who serves on the Outdoor Heritage Board

The law sets a 12‑member voting board. Four seats come from agriculture: Farm Bureau, Farmers Union, Stockmen’s Association, and Grain Growers. Two seats come from energy: the Petroleum Council and the Lignite Energy Council. Four seats come from statewide conservation groups. One seat comes from the Greater North Dakota Chamber. One seat comes from the North Dakota Recreation and Park Association. The governor appoints these members using recommendations from the named groups. The governor also appoints five nonvoting technical advisors: Parks and Recreation, Water Resources, Game and Fish, the State Forester, and the Association of Soil Conservation Districts.

Governor can remove board appointees

Governor‑appointed members serve at the governor’s pleasure. The governor may remove these appointees at any time.

Grant recommendations need a majority vote

The board can only recommend grants that fit this chapter’s purposes. A quorum of seven voting members must be present. A majority of members present must vote yes for a recommendation to move forward.
