From July 1, 2025 to June 30, 2027, the Health and Human Services Department, with the EMS Advisory Council, gives grants under a set formula. The minimum budget equals the two‑year average runs times $2,023, with a floor of $125,000. Then the law subtracts average runs times $795 and the response area’s property value times 0.005. County auditors must give those property values each year by July 31, coordinating across counties when needed. After deductions, a grant cannot exceed $225,000, and the most counted per run in reimbursement is $2,023.
Only city‑ or county‑owned operations and those in rural ambulance districts are eligible. An operation within 15 miles of another and below a runs‑per‑year threshold is not eligible; the enacted text’s number is garbled. If you took on new territory after April 1, 2024 due to a nearby closure, that area does not count in the grant calculation.
Through June 30, 2026, each operation’s grant after deductions must be at least 50% of last year’s grant. That floor cannot be higher than the subsection 1 amount (the minimum reasonable budget). If lawmakers do not appropriate enough money, the Department pays each operation a prorated share.
