Donated leave with caps for North Dakota state workers

North Dakota now runs a shared leave program for permanent state employees. Permanent workers can donate accrued annual or sick leave to a permanent coworker who has no leave left. A recipient must be pregnant, have a severe, extreme, or life‑threatening condition, or be caring for an immediate relative or household member with such a condition. Temporary or limited‑term workers are not eligible, and no one can use more than four months of donated leave in any 12‑month period or keep leave after the event ends. HR Management Services requires medical certification from a physician, physician assistant, psychologist, or advanced practice nurse practitioner and tracks leave and sets rules. This section applies retroactively, as stated in the law.
