Higher vote threshold for amendments

The law raises the bar to change the North Dakota Constitution. Any amendment on the ballot must get at least 60% of votes cast to pass. This applies to amendments started by citizens or by the Legislature. For citizen initiatives, petitions still need signatures equal to 4% of the state’s resident population from the last census. The Secretary of State must place a valid petition on the ballot. The Legislature may send an amendment to voters if a majority in each house votes yes on a roll call.
