This act is an emergency measure and takes effect upon enactment. Its funding and transfer rules start right away.
The law funds the state Legislature from now through June 30, 2027. It provides $37.23 million in total ($37.15 million from the general fund). $18.01 million covers the 69th and 70th Legislative Assemblies: salaries $12.95 million, operations $4.77 million, capital $6,000, and $283,070 for the National Conference of State Legislatures. Legislative Management and the Legislative Council get $19.22 million (including $88,000 from special funds) and 45 full-time positions. Money comes from the general fund and special funds from the insurance regulatory trust fund.
The Office of Management and Budget must move money between legislative budget lines when asked. The chair of legislative management or the director of the legislative council must request the move and state it is needed for assigned work. For chapter 1 of the 2023 Session Laws, two cited code sections do not apply, and OMB must transfer funds between line items and agencies when asked. The Sixty-ninth Legislative Assembly also cancels unspent legislative appropriations from before the 2023–25 biennium as directed.
