The law creates a Distressed Ambulance Service Program Fund. Money in the fund, plus any interest, is continuously available to the health department to run the program and pay contractors. It also provides $150,000 in one-time general fund money for July 1, 2025 through June 30, 2027 to hire a consultant. The consultant helps identify, evaluate, and plan how to manage distressed services.
The law creates a state program to keep ambulance service reliable. The health department finds at risk services and mails notices to the service and local leaders. If a service is declared distressed, the department assigns a coordinator within 7 days to build a plan. The plan must include a clear timeline, consider nearby areas, and take input from local stakeholders. A proposed plan is presented at a public meeting within 30 days, and a final plan at a second meeting within 30 more days. If the service rejects the plan, it may submit changes within 14 days, and the department decides within 7 days. The department may grant short waivers that do not harm safety and can act to protect public health if no agreement is reached.
If your ambulance service gets a notice, you must send a corrective plan within 45 days. List how you will fix problems and your timeline. The department approves it or asks for changes within 15 days. If changes are requested, your response deadline may be extended. If the department spends money to run the planning process or to keep response going, it can bill a distressed service. Payment is due within 30 days of the request.
